AIM Independent Living Center has been awarded a state contract to provide Consumer Directed Personal Assistance Services (CDPAS) in a 10-county region of upstate New York. 

CDPAS is a Medicaid-funded program that allows people with physical disabilities or chronic illnesses in need of home care to hire, train and supervise personal assistants of their choosing to help them live independently. Personal assistants can assist with tasks such as cooking, housekeeping, bathing, dressing and giving medications.    

This program is an alternative to long-term care facilities and traditional home care agencies, and gives consumers more control over how their care is provided. 

AIM will serve as a fiscal intermediary for this program. Fiscal intermediaries provide the administrative support that allows consumers in the program to hire personal assistants. This includes enrolling consumers in the program, handling wages and benefits for personal assistants, and billing Medicaid for services provided. We also provide ongoing support to consumers.  

AIM has served as a fiscal intermediary for CDPAS locally since 1998.  

Last year, a statewide restructuring of the program was initiated. At the time, there were more than 600 fiscal intermediaries in the state. Fiscal intermediaries interested in continuing to provide CDPAS were asked to reapply to the New York State Department of Health, and new applications were also accepted. 

In a highly competitive process, AIM was one of only 68 organizations awarded a contract as a lead fiscal intermediary. 

AIM will serve as a lead fiscal intermediary for CDPAS in Allegany, Chemung, Cortland, Livingston, Ontario, Schuyler, Steuben, Tioga, Tompkins and Yates counties. The new state contract adds three new counties to our service area.
