Navigator Program


AIM offers navigation services for the New York State of Health Plan Marketplace, which was established as part of the Affordable Care Act.

Individual Marketplace

Individuals, families and sole proprietors can use the marketplace, or exchange, to compare insurance options, calculate costs and select coverage. To make plans affordable, providers are offering tiered plans of varying costs, and some may be eligible for subsidies.

This year’s open enrollment period for tax credits and qualified health plans will begin in the fall.

Public health programs such as Medicaid and Child Health Plus are NOT subject to an open enrollment period. Navigators are available to assist with Medicaid and Child Health Plus applications year-round.

While some will be able to navigate the marketplace on their own, others may need assistance — which is where AIM’s service comes in.

IMPORTANT NOTICE: If you missed the open-enrollment period and need low-cost health insurance, you may qualify for a special-enrollment period.

To qualify for a special-enrollment period, consumers must tell New York State of Health about the qualifying life event within 60 days of the event. Examples of a qualifying life event include: Loss of minimum essential coverage due to job loss; divorce; death of a spouse; becoming ineligible for Medicaid or Child Health Plus; expiration of COBRA; or health plan is decertified.

Other examples of Qualifying Life Events:

  • Marriage, birth, adoption or placement for adoption

  • Gaining status as a citizen, national or lawfully present individual

  • Consumer is newly eligible or ineligible for tax credits

  • Permanent move to an area that has different health plan options

  • Marketplace staff or contractor enrollment error

Contact a navigator as soon as possible to determine whether you are eligible.

Small Business Marketplace

In creating the Small Business Marketplace, authorized under the Affordable Care Act (ACA), New York State offers health coverage options as unique as you and your business.  The Small Business Marketplace expands choice and provides ease of use through the following features:

  • Full choice model, allowing employers to select and offer a broad range of carriers and cost-share options.

  • Administrative simplicity, allowing consolidation of monthly billing regardless of how many carriers or plans employees enroll in.

  • Define your own contribution option, offering flexibility in how employers contribute to employee and dependent coverage.

  • Convenient in-person assistance, providing navigator support on-site at your place of business for you and you employees during the enrollment process.
